We appreciate your interest in doing business with the City of Santa Maria. City staff strives to contract in an open, competitive and fair manner, to secure maximum value for public funds.

Competitive bids are not subject to negotiations. Awards are made to the lowest responsible bidder meeting specifications.

Please read all bid and proposal forms carefully. Notices inviting bidders are project-specific. The City explicitly explains each detail required to meet minimum specifications. Please be sure you can comply with all the requirements before bidding. If the material is unclear or other complications arise, contact the City as soon as possible; do not wait until the date of the bid opening.

Contractors are advised that the competitive nature of their bids could be affected if their submissions do not include all addenda (if applicable). It is the contractor's responsibility to carefully and frequently review all solicitations and any addenda to which they may respond.

The Department of Public Works is now conducting all of its bid and proposal solicitations online through PlanetBids™. This does not apply to other City Departments.

Businesses should register now for the commodities they are interested in bidding on or selling, or as an emergency vendor.  The City is only accepting electronic bids (bid bonds to continue to be mailed to the City). The initial bidders’ list will be developed from registered vendors.

The public can access and view active bids by clicking this link.  In order to view the bidding documents, you must be registered with PlanetBids. Once a bid is closed, all bidding documents are locked and are not viewable via PlanetBids.

Follow the Steps Below to register as a Vendor:

  1. Click here
  2. Click on “Vendor Registration”
  3. Complete the form by navigating through the different tabs and submit.

Registration is free.  Once registered, you are able to begin using the full benefits of the system and maintain your profile at any time by revisiting the same site above.

The City will still advertise in local newspapers and in related construction trade journals and newsletters.   The City uses the online service PlanetBids to provide up-to-date information on City bid projects. This information includes plan holder lists, point of contact, and bid results.

Requests For Proposals

It is the responsibility of the proposer to contact the Project Manager to be added to the List of Proposers.

Upon bid award, all bid documents will be available for examination in accordance with the State of California Public Disclosure Laws.
