The Planning Division promotes the orderly development of the City and strives to ensure a high quality, community-first environment consistent with applicable State laws and the goals, policies, objectives and programs of the General Plan and Santa Maria Municipal Code.
General Plan and Specific Plans
The Planning Division prepares and analyzes amendments to the City’s General Plan, Specific Plans and Zoning Ordinance. These documents outline the goals, objectives, policies and regulations for the development of the community:
Development and Subdivision Review
The Planning Division reviews all zoning and subdivision applications for compliance with the General Plan, Specific Plans, Municipal Code and community expectations. The Planning Division works closely with property owners, developers and consultants during the review phase to ensure timely, efficient and thorough review.
Environmental Review
Under the provisions of the California Environmental Quality Act (CEQA), most discretionary projects within the City are required to receive some level of environmental review. This review provides information regarding environmental impacts associated with particular projects and identifies mitigation measures, which may reduce or eliminate significant impacts. The objective of environmental review is to provide clear information to the decision makers about the potential environmental impacts of their actions, which is the intent of CEQA.

Planning Commission Support
The Planning Division provides comprehensive staff support to the Planning Commission, which includes staff reports, legal noticing, preparation of meeting minutes, and scheduling of meetings.
